CCWD Organization Chart

Board of Directors
The Board of Directors sets policy for the District. The Board is composed of five members, each elected to four-year terms. The Board meets in regular session on the first and third Wednesdays of the month. Study sessions are held, when necessary, on the second and fourth Wednesdays. Meetings begin at 6:30 p.m. in the Board Room at the Contra Costa Water District's Center, 1331 Concord Ave. in Concord.

Interim General Manager
The Interim General Manager is responsible for the management of the District, which is comprised of the General Manager's Office and the three Assistant General Manager's offices. Jerry Brown is the Interim General Manager.

Assistant General Manager Planning/Water Resources
The Assistant General Manager Planning/Water Resources oversees and manages CCWD's Delta Projects, Environmental Planning and Grants, Facilities Planning, and Water Resources. Greg Gartrell is the Assistant General Manager Planning/Water Resources.

Assistant General Manager Engineering
The Assistant General Manager of Engineering's office is responsible for the Watershed and Lands, Engineering, Construction and Operations and Maintenance departments. Stephen Welch is the Assistant General Manager Engineering.

Assistant General Manager of Administration
The Assistant General Manager of Administration's office is responsible for public affairs, finance, and human resources departments. Kurt Ladensack is the Assistant General Manager of Administration.

Director of Operations and Maintenance
The Operations and Maintenance Department is the largest department in the district with approximately 150 employees. It is responsible for operating and maintaining the District's facilities involved in the supply, treatment and distribution of water, including the complete Los Vaqueros facilities. Pete Schoemann is the Director of Operations and Maintenance.

Engineering Department
The Engineering Department is responsible for providing design and engineering support for the raw and treated water distribution system and infrastructure. Rachel Murphy is the Engineering Manager.

Director of Construction
The Construction Department is responsible for planning, organizing, directing and reviewing all construction activities for the District. Dan Owre is the Director of Construction.

Public Affairs Department
The Public Affairs Department is responsible for public relations, media relations, legislative affairs, and community relations.
The Director's position is currently vacant.

Finance Department
The Finance Department's responsibilities include general accounting, payroll, accounts payable, accounts receivable, purchasing, customer service, meter reading, customer billing and collections, rate setting, investments, capital financing, tracking and project controls, conservation, mail distribution and maintaining the information systems of the District. Brice Bledsoe is the Director of Finance.

Watershed and Lands Department
The Watershed and Lands Department is responsible for securing land and property rights for District projects; patrol of the District's canals; developing and maintaining watershed lands; maintenance of water quality and environmental monitoring at the watershed; providing and managing recreational and educational activities on watershed lands; operating the Records Management Center and providing maintenance for the District's telecommunications infrastructure. Peter Colby is the Real Property & Lands Manager.

Human Resources & Risk Division
The Human Resources Division is responsible for District-wide employment activities including recruitment and selection; classification and compensation; employee benefits, training and development; labor and employee relations; and employee services. The risk management services, including general liability, property liability, worker's compensation and employee wellness programs are also managed in this division. Elia Bamberger is the Human Resources & Risk Manager.

Water Resources Manager
The Water Resources Department plans, organizes, directs and coordinates the District's Water Resources activities including securing and maintaining water supplies of quality and quantity sufficient to meet District needs ; and inter-agency liaisons with state, federal, and local agencies and organizations; exercises management oversight of the Water Resources unit; and provides highly complex staff assistance. Leah Orloff is the Water Resources Manager.

Special Projects Manager
The Special Projects Manager, directs and organize special project activities that involve outside agencies including but not limited to securing and maintaining funding sufficient to implement the project. The manager represents the District in negotiations, permitting, regulatory proceedings dealing with Special Project issues.
