General
Listing of Employee Benefits
The benefits described
are available to regular full-time employees. For new employees, benefits
begin on the first of the month following a 60-day waiting period. Employees
with temporary status generally are not covered by CCWD group benefits.
The benefits listed
below are only a general listing. For a more detailed listing of benefits
for a specific position please select the position job title.
Health Plans: CCWD offers Kaiser, Health Net, and Blue Cross Prudent Buyer Classic plans. CCWD pays up to the full cost of Kaiser medical insurance premium for the employee and their eligible dependents. CCWD pays a portion of Health Net and Blue Cross medical insurance premiums up to the Kaiser family rate and the employee pays the balance through a pre-tax payroll deduction. Coverage is available to employee's domestic partner and the domestic partner's child(ren).
Dental Plan: CCWD provides dental benefits through Delta Dental. CCWD pays the full cost for eligible employees and their dependents. Dental benefits are limited to $2,000 per person annually. Orthodontic coverage is available but varies according to bargaining units. Dental coverage is available to employee's domestic partner and the domestic partner's child(ren).
Vision Plan:
CCWD provides fully paid Vision Service Plan coverage for employees and
eligible dependents. VSP provides 1 exam and eyeglass lenses/contacts
every 12 months and 1 set of eyeglass frames every 24 months.
Life Insurance:
Basic Life and Accidental Death and Disability (ADD) insurance is provided
for employees. Employees may purchase additional life insurance through
the Supplemental Life Insurance plan for themselves, their spouse, and
dependents. This plan allows the employee to choose the amount of coverage
needed and to pay for it through payroll deductions. Completion and acceptance
of Evidence of Good Health may be required for Supplemental Life Insurance
coverage.
Long Term Disability
Insurance: CCWD provides employees with long-term disability insurance.
This insurance is fully paid by CCWD. In the event an employee is disabled
from performing work, provides benefits of 66 2/3 of base salary up to
plan maximums, after a specified waiting period.
State
Disability Insurance: State Disability Insurance is available
to Clerical Maintenance employee group who make contributions to participate
in the State plan.
Deferred Compensation Plans: CCWD offers two deferred compensation plan in which employees may voluntarily participate in several investment programs. Through payroll deduction, employees can have a certain portion of their salary deferred on a pre-tax basis to the maximum established by the IRS. The 457 plan maximums for 2006 is $15,000 and $20,000 for those over 50. Investments are payable when you separate from employment or retire.
A 401a (similar to a 401k) deferred compensation plan is also available for employees who are part of the Professional/Supervisory, Confidential and Unrepresented employee groups. Employees elect to participate through a payroll deduction subject to maximums established by the IRS. The 401a plan maximums are 100% of salary or $44,000 annually.
Retirement: Benefits are based on years of service, age at retirement and highest
12 consecutive months of base annual salary. Employees and CCWD contribute
to the plan. Employee contributions to retirement are pre-tax through
payroll deductions. The plan is reciprocal with PERS and other PERS-reciprocal
California public agencies. The retirement plan formula is 2.25% at age
55. Professional/Supervisory, Confidential and Unrepresented employees
have a five-year vesting period; Clerical Maintenance employees have a
10-year vesting period.
Social Security:
CCWD participates in Social Security. CCWD and the employee each contribute
6.2% for social security and 1.45% for Medicare for a total of 7.65%.
An employee's retirement benefit from CCWD will not be reduced by a social
security offset. Employees are eligible to receive both full retirement
and social security benefits.
Vacation: The
first year accumulations of vacation leave is10 days/year for Clerical
Maintenance employees and 15 days/year for all other employee groups.
The annual accrual increases with years of service.
Holidays: CCWD
provides 11 paid holidays per year.
Administrative
Leave: Eligible managers and professionals receive administrative leave.
Sick Leave:
Employees accrue 12 days per year with unlimited accumulation. Upon separation
from the District, an employee may sellback unused sick leave as provided
in individual MOU's.
Educational Reimbursement
Program: CCWD provides employees with reimbursement for approved classroom
courses completed and approved at local colleges or universities. Reimbursement
is up to 100% for courses directly related to the employee's job and up
to 50% if the course would enable the employee to prepare for advancement
in the organization.
Dependent Care
Reimbursement Account: This program allows employees to save on eligible
dependent care expenses (i.e., child care, elder care) by paying for the
expenses in pre-tax dollars. Employees may elect to contribute a portion
of their income, before taxes, to their Dependent Care Account for future
reimbursement of expenses. The maximum amount that can be deducted in
pre-tax dollars is $5,000 per calendar year.
Medical Care Reimbursement
Account: This program allows employees to set aside salary on a pre-tax
basis to reimburse themselves for eligible medical expenses. Employees
may elect to contribute a portion of their income, before taxes, to their
Medical Care Reimbursement Account for future reimbursement of expenses.
The maximum amount that can be deducted in pre-tax dollars is $3,000 per
calendar year.
Fitness/Wellness:
CCWD employees have the opportunity to participate in a Wellness Program
by attending District sponsored, on-site wellness training sessions and/or
by joining one of two designated athletic clubs for a discounted membership.
Recreation Pass:
Employees receive free admission to Los Vaqueros Reservoir that offers
recreation areas, fishing, boating and hiking trails.
Employee Assistance Program: EAP Services are provided to District employees and their household members at no cost. EAP is a free, confidential counseling and referral service designed to help employees and their household members resolve personal problems.
Below are the MOU's for the four groups of CCWD employees:
Unrepresented
employees (such as high-level managers).
Employees represented by Local 39 (such as employees who work in the
field).
Employees
represented by Local 21 (engineers and managers).
Confidential
Unit (administrative secretaries and HR professionals).
