HIGH-EFFICIENCY TOILET VOUCHER PROGRAM

To help you save water and money every year, and to maximize water supplies, the Contra Costa Water District is offering $175 instant rebates when you purchase a High Efficiency Toilet to replace an older high volume toilet.


 

How the Program Works:

  • Eligible customers call the CCWD Water Conservation Office at (925) 688-8234 to pre-qualify and receive a voucher.
  • CCWD will mail the voucher, the list of approved High-Efficiency Toilets (HETs), and the list of participating plumbing supply stores where customers can go to redeem the voucher for an instant rebate.
  • Customers must purchase their HET(s) at one of CCWD’s participating retail plumbing supply stores. Customer must provide the voucher to the plumbing supply store at the time of purchase. The voucher is worth an instant rebate of up to $175 off the price of each HET. Voucher is for the cost of the HET tank and bowl only.
  • Customers have 30 days to redeem their voucher and an additional 30 days to install the toilet after the voucher is redeemed.
  • All participants are subject to an installation inspection of the new toilets.

Rebate Eligibility:

  • Customers must call the CCWD Water Conservation Office at (925) 688-8234 to pre-qualify and receive a voucher.
  • The rebated High-Efficiency Toilet(s) must replace existing toilet(s) that were installed before January 1, 1994 and that use 3.5 or more gallons per flush.
  • HET(s) must be installed within thirty (30) days of purchase.
  • All participants are subject to an installation inspection of the new toilets.
  • HET(s) must be installed within the Contra Costa Water District service area: Antioch, Bay Point, Clayton, Clyde, Concord, Martinez, Oakley, Pacheco, Pittsburg, Pleasant Hill (parts), Port Costa, and Walnut Creek (parts). Check to see if you live in the service area.

What are High-Efficiency Toilets?

High-Efficiency Toilets (HETs) use at least 20 percent less water than standard 1.6 gallon per flush (gpf) Ultra Low Flow Toilets. In other words, HETs use 1.28 gpf or less on average.

Basic types of HETs:

  • Gravity flush Toilets – use the weight of water to create a siphon action that pulls water and waste from the bowl.
  • Pressure-Assist Toilets – have a sealed vessel inside the tank and use air pressure to force a flush.
  • Dual Flush Toilets – allow you to select the amount of water that is used to flush the toilet, either a half flush for liquids or a full flush for solids. All of the HETs approved for the voucher program have been tested and shown to be top performers, flushing at least 500 grams of material per single flush.
