MULTI-FAMILY & COMMERCIAL
HIGH-EFFICIENCY TOILET REBATE PROGRAM

The Contra Costa Water District is offering commercial & multi-family apartment customers a rebate of up to $175, as an incentive to replace their existing older (pre-1992) high volume (3.5 gallon flush or more) toilets with specific High Efficiency Toilets (HETs) from our approved list of superior performing toilets.

HETs use 63 percent less water than conventional toilets, with superior performance representing significant water and sewer savings.

Funding for the program is limited, and interested participants must first pre-qualify for the program by calling 925-688-8234 or e-mail (rcardwell@ccwater.com).

What are High-Efficiency Toilets?

There are three basic types of High-Efficiency Toilets (HETs):

  • Gravity Flush Toilets – use the weight of the water to create a siphon action that pulls water and waste from the bowl.
  • Pressure-Assist Toilets – have a sealed vessel inside the tank and use air pressure to force a flush.
  • Dual Flush Toilets – allow you to select the amount of water that is used to flush the toilet, either a half flush for liquids or a full flush for solids.

Additional information about the performance and technology of these toilets is available at your local plumbing retailer.

Rebate Eligibility

  • Only those High-Efficiency Toilets approved by CCWD qualify for the rebate. The model number(s) of the toilet purchased must be on the CCWD List of Qualifying Toilets on the day of purchase. We have a list of local retailers who can provide these toilets.
  • The rebated HET toilet must replace a toilet older than 1992 and that uses 3.5 or more gallons per flush.
  • Rebate applications must be submitted within 60 days of purchase date.
  • All participants are subject to an installation inspection of the new toilets prior to receiving a rebate.
  • Approved toilet(s) must be installed within the Contra Costa Water District Service Area: Antioch, Bay Point, Clayton, Clyde, Concord, Martinez, Oakley, Pacheco, Pittsburg, Pleasant Hill (parts), Port Costa, and Walnut Creek (parts). Check to see if you live in the service area.

See the Program Guidelines and Application for the complete terms and conditions of participation.

How to Apply:

After installation, send in your completed and signed application with the original dated receipt for the new toilet tank and bowl.
