
Guide to Terms We Use
Billing Period is the month your meter is read in a billing fiscal period .
Fiscal Billing periods are Jan-Feb, Mar-Apr, May-Jun, Jul-Aug, Sep-Oct, Nov-Dec.
Historic Use in that billing period is for 2 months prior.
Historic Usage is calculated by adding all three billing period gallon usage amounts and dividing by all 3 billing day totals .5+ fractions are rounded to the next highest number.
Budget Calculations take the historic usage x .85 (.45 for irrigators, .95 Industry ). Any fraction is rounded to the next highest gallon . |

15% Drought Management Program
CCWD's 15% Drought Management Program is designed to conserve water, without raising rates or impacting industry because of the extended three-year drought. Those who have conserved in the past, and continue to conserve water, will not see an excess water use fee.
Everybody can save water today. CCWD expects most customers will be able to save water by improving the management of their outdoor irrigation and wise water use indoors.

Overview:
- All customers are being asked to save 15%. There are exceptions, industrial customers are being asked to save 5%. Irrigation/agricultural and flat rate unmetered customers 45%.
- The program began May 1.
- All customers have received a water budget that specifies historical average water use and a budgeted water use for two-month billing periods. If you didn't receive the allocation, send us an e-mail and we will send it to you.

The budget is based on average water use for the years 2005, 2006 & 2007 for each billing cycle. Last year was not used because the District had asked customers to voluntarily save water.
- In all cases, if you use more water than you have in the past, you will be charged an excess use charge four times the District's current charge for water.
- If you've had a change in your circumstances, and need to adjust your budget, there is an exceptions form. Please fill out this online form.

Residential Customers:
- If you use less than 1,000 gallons of water per day (gpd), you will not be charged an excess use charge if you use the same or less water than your historical average.
- If you use more than your historical average, you will be charged excess water use of four times the normal rate. A customer who uses 300 gpd and increases usage by 30 gpd would pay about $26 more on their two month bill.
- If your historical average is more than1,000 gpd, you will need to reduce your water use by an average of 15 percent to avoid an excess water use charge of four times the normal rate.
- Households that use less water than they have in the past will save money on their water bills.

Irrigation & Agricultural:
- Budgets are set at 55 percent of historical average.
- If you use more than your historical average, you will be charged excess water use of four times the normal rate.
- If your historical average is more than1,000 gpd, you will need to reduce your water use by an average of 45 percent to avoid an excess water use charge of four times the normal rate.

Industrial:
- Budgets are set at 95 percent of historical average.
- If you use more than your historical average you will be charged an excess water use charge of four times the normal rates.
Flat Rate Unmetered:
- Budgets are set at 55 percent of historical average.
- If you use more than your historical average -- or exceed your water budget -- you will be charged an excess water use charge of four times the normal rates.
- You must limit your watering to no more than every other day. The District's Water Savings Team will be monitoring water use to enforce this limit.
